Where Did the Fabric Go?

Every lady knows that she should dress up appropriated for holidays. When did Halloween became the holiday to dress provocatively? There are hundred of costumes, and they all are using the word "sexy" or retail horrors. How you suppose to Trick or Treat comfortably while costumes are too tight, too small, too short. Costume designers created modern unsuitable and unrealistic costumes. Do we teaching young girls that dressing provocatively is OK?
To my knowledge, Halloween was meant for scaring not whoring! Does recession reflects on the low taste and economical use of fabric?
